A Sociedade Civil Brasileira e a Cooperação Sul-Sul Para o Desenvolvimento: O Caso do Viva Rio no Haiti

Abstract

O objetivo deste trabalho é analisar alguns dos fatores que condicionam o processo de internacionalização das atividades da sociedade civil brasileira enquanto parceira para o desenvolvimento econômico e social de outros países, a partir da experiência da organização não governamental para o desenvolvimento (ONGD) brasileira Viva Rio no Haiti. Embora considerada uma experiência bem-sucedida, a ação internacional da Viva Rio enfrentou uma série de obstáculos para a ampliação de seu alcance, e não foi seguida por um movimento similar de outras ONGDs, não obstante o interesse do governo brasileiro e o apoio da Organização das Nações Unidas (ONU) e de instituições dos países desenvolvidos. Ao resgatar as formas pelas quais o governo nacional, as organizações internacionais, as corporações transnacionais e as ONGs dos países do Norte interagem com as ONGs do Sul, evidencia-se que a atuação internacional da sociedade civil no país ainda é tímida, em função da incipiente internacionalização da própria sociedade e do governo brasileiro, não obstante os estímulos atualmente providos à ampliação dessa atuação. The objective of this study is to analyze some of the factors that influence the process of internationalization of Brazilian civil society as a partner for economic and social development in other countries, from the experience of the Non-Governmental Development Organization (NGDO) Viva Brazil Rio in Haiti. Although considered a successful experience, Viva Rio faced a number of obstacles in expanding its international reach, and was not yet followed by a similar movement from other Brazilian NGO’s, despite support from the Brazilian government, the United Nations (UN) and other institutions from developed countries. By analyzing the ways by which the national government, international organizations, transnational corporations and NGDOs interact with Northern NGDOs of the global South, it becomes clear that the international capabilities of Brazilian NGDO’s are still constrained due to the incipient internationalization of both Brazilian society and government.
