Produto Potencial Como Ferramenta de Análise da Política Monetária e da Capacidade de Crescimento da Economia Brasileira

Abstract

Este texto se propõe a estimar duas versões do produto potencial para o Brasil no período 1992-2010, por meio da função de produção e do filtro Hodrick-Prescott (HP), e a usar esses resultados para: i) avaliar a relevância do hiato do produto dentro das decisões de política monetária (comparando as duas estimativas); e ii) analisar fontes do crescimento do produto potencial. A função de produção calculada indica que o baixo crescimento da produtividade pode ter sido um dos principais responsáveis pelo reduzido potencial de crescimento do país. As estimativas indicam que ainda não foi possível atingir, de forma consistente, taxas de crescimento do produto potencial de 4% ao ano. Quando se considera a influência do hiato do produto na função de reação da autoridade monetária, verifica-se que ambas as medidas geram desempenhos similares. Portanto, se o analista procura apenas mensurar a variação do hiato do produto, o filtro HP pode ser o mais indicado dada sua simplicidade metodológica. It is proposed to estimate two versions of the potential output for Brazil in the period 1992-2010, through the production function and the HP filter, and use these results to: i) assess the relevance of the output gap in the monetary policy decisions (comparing the two estimates); and ii) to analyze sources of growth of potential output. The estimated production function indicates that the low productivity growth may have been a major contributor to the low growth potential of the country. Estimates indicate that it was not possible to achieve rates of potential output growth above 4% a.a. When considering the influence of the output gap in the reaction function of monetary authority, it appears that both measures generate similar performance. Therefore, if the analyst seeks only to measure the variation of the output gap, the HP filter may be more appropriate given its methodological simplicity.
