Abstract

O presente estudo aborda a criação e o incremento de regras em acordos preferenciais de comércio (APCs) nas áreas de compras governamentais, concorrência, meio ambiente e questões trabalhistas - enquadradas no conceito de "novos temas" da agenda de negociações comerciais internacionais. O objetivo é traçar as principais características dos capítulos relativos a esses temas em acordos selecionados dos Estados Unidos, da União Europeia, da China e da Índia, contrastando-os com encaminhamentos relativos a essas áreas no âmbito da Organização Mundial do Comércio (OMC) e, por fim, sugerindo pontos para uma reflexão sobre a política externa brasileira diante de tal expansão e aprofundamento dos compromissos na área do comércio internacional. This study analyses the creation and implementation of rules in preferential trade agreements concerning government procurement, competition, environment and labour issues - all qualified as "new topics" to the international negotiations agenda on trade. It aims at identifying the main trends in selected agreements signed by the United States, the European Union, China and India, in contrast to ongoing processes of negotiation at the World Trade Organization, as well as to the Brazilian foreign trade policy towards the enlargement of the trade and trade related regulation by international agreements.
