O Eixo Sino - Americano e a Inserção Externa Brasileira: Antes e Depois da Crise

Abstract

Este artigo busca evidenciar os impactos de curto e longo prazo da configuração do novo eixo sino-americano (China e Estados Unidos) sobre a inserção externa brasileira. Para tanto, faz-se necessário desenvolver dois objetivos específicos. Primeiro, apresentar de forma estilizada linha de caracterização das transformações ocorridas no sistema econômico e político internacional na primeira década do século XXI, buscando mostrar que estas modificações são fruto da configuração do novo eixo sino-americano de acumulação de poder e riqueza internacional. Segundo, mostrar que os impactos positivos deste novo eixo mundial para a economia brasileira, sobretudo entre 2003 e 2009, também veio acompanhado de possíveis efeitos negativos de longo prazo, associados à especialização regressiva da pauta exportadora e da estrutura da indústria nacional. Os dados evidenciaram que existem oportunidades e ameaças para a inserção externa brasileira no atual contexto internacional; no entanto, os aspectos deste processo ainda não estão bem claros devido à crise internacional recente. Sendo assim, para que se possa pensar na inserção internacional brasileira de longo prazo, faz-se necessário aprofundar a discussão a respeito dos impactos da dinâmica do eixo sino-americano após a crise. This article has two main objectives. First, to develop, in a stylized way, a characterization line of the recent transformations that took place in the international economic and political system in the first decade of the 21st century, trying to show that these changes are a product of the new configuration of the Sino-American axis of international power and wealth accumulation. Second, to show that the positive impacts of such new axis to Brazilian economy, mostly from 2003 to 2009, were also accompanied by possible negative effects in the long run associated to the regressive specialization of Brazilian export profile and to the national industrial structure.
