Brasil, América Latina e Caribe: Avaliação de Eficiência em Sistemas de Saúde

Abstract

Este estudo avalia a eficiência na provisão de serviços de saúde no Brasil em comparação com os países da América Latina e do Caribe. Estima-se em que medida podem servir para a representação de um serviço de saúde eficiente, dado o gasto per capita com saúde, variáveis tais como: esperança de vida ao nascer para homens; esperança de vida ao nascer para mulheres; índice de sobrevivência infantil; anos de vida recuperados para doenças transmissíveis; anos de vida recuperados para doenças não transmissíveis; anos de vida recuperados para causas externas; tamanho da população; e área geográfica. As principais metodologias de avaliação utilizadas são as fronteiras de eficiência, calculadas em modelos de análise envoltória de dados (data envelopment analysis) e de fronteiras estocásticas (stochastic frontiers). Os resultados não são totalmente desfavoráveis ao Brasil. We evaluate the efficiency of expenditure in health care provision by comparing various output measures (life expectancy; infant survival rate; years of life recovered from diseases; population; area) from the health system of Brazilian, Latina America and Caribbean Countries with an expenditure measure (health expenditure per capita). When estimating the efficiency frontier and country rankings we combine data envelopment analysis with stochastic frontiers. Our results provide some evidence that Brazil is not in the worst position in the sample
