Qualidade das Instituições e PIB Per Capita nos Municípios Brasileiros

Abstract

Observa-se imensa disparidade no nível de produto interno bruto (PIB) per capita entre os municípios brasileiros. O PIB per capita do município mais rico do país chega a ser 190 vezes maior que o do município mais pobre, de acordo com os dados do IBGE (2000). Uma explicação possível para tais disparidades nos níveis de renda advém da teoria institucionalista. Diversos estudos empíricos entre países encontram elevada correlação entre a qualidade institucional e o nível de desenvolvimento econômico, porém a literatura carece de análises que abordem a dimensão nacional e as desigualdades internas. A teoria sugere que as instituições afetam o nível de renda por meio da distribuição de poder político, da geração de oportunidades econômicas, do estímulo à inovação e à acumulação de capital humano, além de outras vias. Tendo isso em vista, este trabalho avalia os efeitos que as instituições exercem sobre o nível de PIB per capita dos municípios brasileiros. The Brazilian municipalities show a huge disparity in income level. The GDP per capita difference between the richest and the poorest municipalities is about 190 times, according to IBGE (2000) database. Institutionalist theory provides a plausible explanation for the gap among municipalities income level. Many empirical studies based on crosscountry data have found a high correlation between institutional quality and the level of economic development, but there is little research concerning the extreme inequality within the national territory and its relationship with institutional quality. The theory suggests that the institutions matter for the level of economic development because of their effects on political power distribution, generation of economic opportunities, innovation, human capital accumulation, and so on. Considering the above mentioned theory, the present study analyzes the impacts of Brazilian municipalities institutional quality on their levels of per capita income.
