A Presença Brasileira nas Operações de Paz das Nações Unidas

Abstract

Uma das tradições da diplomacia brasileira é a atuação em operações de paz. As missões são instrumentos legítimos de busca da solução de conflitos aceitos pela política externa do país de maneira continuada desde a criação das Nações Unidas. Esse trabalho surge da inquietação em compreender as principais características da participação brasileira nas operações de paz, do mesmo modo que busca sistematizar um possível perfil ou padrão de atuação do Estado nas missões. Inicialmente, buscam-se compreender quais são os investimentos necessários e de que modo foram utilizados. Em seguida, o objetivo é identificar os argumentos que motivam a contribuição do Brasil nas operações. Por fim, na conclusão se aborda os desafios de uma provável estratégia de participação em operações de paz de acordo com a diplomacia universal e o modelo de inserção internacional soberana. One of the Brazilian diplomatic traditions is to participate in peacekeeping operations. Peacekeeping operations are legitimate tools for conflict solutions used by continuously the country?s foreign policy since the begging of the United Nations. This work is an attempt to understand the major aspects of the Brazilian participation in peacekeeping operations; also it attempts to organize a possible path of the State participation in peacekeeping operations. Firstly, it tries to understand the main investments and how they were used. Secondly, it aims to identify reasons which motivate Brazilian contribution for peacekeeping operations. Thirdly, it concludes with the challenges of a likely strategy for peacekeeping operations participation according to universal diplomacy and a real model of international sovereignty action.
