Pobreza no Espírito Santo

Abstract

Ao longo das duas décadas compreendidas entre 1988 e 2008, a pobreza e a desigualdade de renda declinaram de forma acentuada no Espírito Santo. Cerca da metade da redução observada na pobreza deveu-se à concomitante e também acentuada queda na desigualdade que marcou o período em análise. Este acelerado processo de redução na pobreza e na desigualdade, entretanto, não ocorreu de forma contínua ao longo das duas décadas, tendo sido particularmente mais acelerado no quinquênio de 2003 a 2008. Mas, se as evidências mais recentes apontam para níveis ainda preocupantes de pobreza e desigualdade no estado, elas também indicam a significativa efetividade da política social no combate a estas carências. Esta política baseia-se em melhorias na produtividade e remuneração dos trabalhadores mais pobres (redução estrutural da pobreza e desigualdade) combinadas com a construção e expansão de uma rede de proteção social bem focalizada e crescentemente mais generosa (alívio imediato à pobreza extrema). Assim, se por um lado, não se pode dizer que a pobreza e a desigualdade já foram reduzidas a níveis aceitáveis, por outro, o progresso extremamente acentuado alcançado nas duas mencionadas décadas, em particular durante o último quinquênio destas, evidencia a eficácia da política social atual. Apesar dos ainda elevados níveis de pobreza e de desigualdade, mantido o acelerado passo com que o estado vem progredindo, em menos de quinze anos ele alcançará níveis compatíveis com seu grau de desenvolvimento econômico. Over the past two decades, poverty and income inequality declined sharply in Espírito Santo. About half of the observed reduction in poverty was due to the concomitant and also sharp drop in inequality that characterized the period under review. This sharp reduction in poverty and inequality, however, did not operate continuously over the past two decades, and was particularly faster over the past five years. But if the most recent evidence does point to a further concern of poverty and inequality in the state, they also point to the significant effectiveness of social policy in addressing these needs based on the combination of improvements in productivity and wages of the poorest workers (structural reduction of poverty and inequality), with the construction and expansion of a social safety net and more focused and increasingly generous (immediate relief of extreme poverty). Thus, on the one hand, yet cannot be said that poverty and inequality have been reduced to acceptable levels, secondly, the extremely fast progress achieved over the past two decades, particularly over the last five years, shows the effectiveness of the current social policy. Despite the still high levels of poverty and inequality, kept the fast pace that the state has progressed, in less than 15 years it will reach levels consistent with their level of economic development.
