O Impacto da Política Fiscal nos Spreads Soberanos: A Austeridade Fiscal e a Qualidade do Ajuste

Abstract

Este trabalho trata das principais questões econômicas e institucionais envolvendo os portos brasileiros nos últimos anos. Primeiramente, faz-se a caracterização do setor, apresentando seus aspectos conceituais e o atual modelo do sistema portuário brasileiro. Em seguida, é realizada uma breve análise do marco regulatório do setor, abordando as principais leis e decretos que o regem. Descreve-se, ainda, o modelo de financiamento do setor portuário (investimentos públicos e privados). Ademais, são mostrados os principais problemas e demandas de infraestrutura dos portos, consubstanciados no Mapeamento Ipea de Obras Portuárias, seguindo-se uma análise de como o PAC tem atuado sobre estas demandas. Apresentam-se, também, os resultados de uma pesquisa do Ipea sobre as dificuldades encontradas pelos usuários para operar nos portos brasileiros. Por fim, descrevem-se os resultados gerais do estudo. The present work discusses the main economical and institutional problems that involve Brazilian ports. Firstly, we characterize the Brazilian ports’ segment, presenting the main concepts and the current model. Next, we present a short analysis of the main laws which regulate the sector. Then, we describe the financing model for this segment – public as well as private. Afterwards, we present the major infra-structural demands, consolidating the Mapeamento Ipea de Obras Portuárias, followed by an analysis of how has the government program, PAC, been impacting over those needs. Yet, we state the results of a research made by Ipea about the difficulties potential clients find on using Brazilian ports. And finally, we describe the general results of our analysis.
