Abstract

A realização do Fórum Nacional de Previdência Social (FNPS) em 2007 foi o principal fato para aqueles que acompanham a área de previdência social no país. As projeções de longo prazo para a arrecadação, as despesas e o resultado do Regime Geral de Previdência Social (RGPS), preparadas pela Secretaria de Políticas de Previdência Social (SPS) do Ministério da Previdência Social (MPS), receberam grande atenção dos membros do FNPS e foram intensamente debatidas. Essa discussão voltou-se tanto para alguns dos parâmetros utilizados nas projeções – como, por exemplo, as taxas de crescimento do produto interno bruto (PIB) e as taxas de formalização –, quanto para algumas relações estruturais presentes no modelo de projeção – como a rigidez da relação entre arrecadação, massa salarial e PIB. Este trabalho busca defender a racionalidade dos parâmetros utilizados e dos elementos estruturantes do modelo de projeção de longo prazo utilizado pela SPS/MPS, ao mesmo tempo em que procura incorporar algumas das sugestões realizadas ao longo do FNPS para a realização das projeções de longo prazo. Os resultados mostram que medidas de gestão, melhorias na eficiência do sistema, aumento de formalização e aumento da participação das mulheres no mercado de trabalho poderiam melhorar levemente a situação do RGPS no curto e no médio prazo, mas seriam insuficientes para evitar a forte aceleração das despesas e da necessidade de financiamento no longo prazo. The National Forum for Social Security (FNPS) was the main happening occurred in 2007 for people interested on this subject. Long term forecasts for the General Regime of Social Security (RGPS), produced by the Secretariat for Social Security Policies (SPS/MPS), were strongly debated during the Forum. Criticism was addressed both to assumptions adopted by SPS/MPS (e.g., GDP growth rates and share of registered jobs in the labour market) and to structural features of the forecast model (e.g., the rigid relationship between revenues, wages and GDP). The first purpose of this paper is to present and to defend both the assumptions and the model adopted by SPS/MPS. The second purpose is to verify if several policies suggested during the FNPS would be effective to stabilize RGPS expenditures and balance in the long term. The results obtained demonstrated that administrative improvements, growth in registered jobs and in female participation rates could improve RGPS revenues and reduce its imbalance both in the short and medium term, but would not be enough to avoid the strong acceleration of expenditures and deficits in the long run.
