Corruption au Burundi: problème d'action collective et défi majeur pour la gouvernance

Abstract

This study contributes to the understanding of the extent of corruption and its consequences for political and economic governance in Burundi. Corruption in Burundi was very high and systemic over the last decade. It generated political tensions between the State and citizens and undermined economic development efforts. The grand corruption involving the ruling party and senior political and administrative officials has induced a public services politicization leading to anti-corruption institutions malfunctioning and has thwarted good governance reforms including the fight against corruption. Corruption is a main factor of instability in Burundi and must be addressed, not as a «principal/agent» problem, but rather as a collective action problem. Some possible actions are proposed in the conclusion. L’objectif de la présente étude est de contribuer à la compréhension de l’ampleur de la corruption et de ses conséquences sur la gestion politique et économique au Burundi. Il ressort de notre analyse que la corruption au Burundi pendant ces dix dernières années était très forte et systémique. Elle a été la cause profonde des différentes tensions politiques entre l’Etat et les citoyens, tout comme elle a sapé les efforts de développement économique. La grande corruption impliquant le parti au pouvoir et les hautes personnalités politiques et administratives au sommet de l’Etat a profité de la politisation des services publics qui a conduit à la faiblesse et au disfonctionnement des institutions notamment de lutte contre la corruption mettant ainsi en échec la politique de réformes visant la bonne gouvernance en général et la lutte contre la corruption en particulier. Il convient donc de considérer la corruption comme facteur majeur de l’instabilité au Burundi et de l’aborder, non pas comme un problème «principal/agent», mais plutôt comme un problème d’action collective. Quelques pistes d’actions sont proposées dans la conclusion.
