Neue Wirtschaftsregierung und Tarifautonomie in der Europäischen Union, Makroökonomische Koordinierung im Dialog

Abstract

Die aktuelle Krise in der Eurozone wurde durch ein permanentes Auseinanderdriften von Löhnen, Lohnstückkosten und Preisen und entsprechend starke Divergenzen zwischen den Leistungsbilanzen der Mitgliedstaaten verursacht. Der Europäische Rat hat diese offene Flanke der europäischen Wirtschaftsregierung durch eine allerdings asymmetrisch angelegte Verordnung zur Vermeidung und Korrektur makroökonomischer Ungleichgewichte zu schließen versucht. Diese beinhaltet eine Kontrolle der Lohnstückkosten und damit der Löhne; sie steht so in einem bisher nicht aufgelösten Spanungsverhältnis zur Tarifautonomie. Zur Auflösung dieses Konfliktpotenzials werden verschiedene Optionen beschrieben und bewertet. Die hier präferierte Option zielt auf eine stärkere Zentralisierung und Koordinierung der Lohnfindung, ergänzt um eine Flankierung durch antizyklische Fiskalpolitik und durch effektive Wettbewerbspolitik. Als institutioneller Rahmen für eine verstärkte Koordinierung wird zusätzlich zum bereits bestehenden Makroökonomischen Dialog auf EU-Ebene ein Makroökonomischer Dialog sowohl für jeden Mitgliedstaat als auch für die Eurozone vorgeschlagen.
