Calidad De La Infraestructura Y Pobreza En América Latina

Abstract

América Latina muestra un bajo nivel de desarrollo humano y físico, lo que queda de manifiesto en la poca cantidad y la baja calidad de su infraestructura pública, así como en elevadas tasas de pobreza. Esta pobre infraestructura incide en el bienestar de las personas y en su menor productividad, lo que impacta directamente en la pobreza, e indirectamente a través de un menor crecimiento económico. Este trabajo cuantifica el impacto directo de la calidad de la infraestructura sobre la pobreza en la región, utilizando un panel de 17 países en el período 1980 – 2012. Se encuentra que la política de pavimentación de caminos (proxy de calidad de la infraestructura) impacta significativamente en reducir la pobreza. Se encuentra que un aumento anual de 1% en el porcentaje de caminos pavimentados genera en forma directa en promedio una caída de un 0,76 puntos en la tasa de pobreza y de un 0,20 puntos en la tasa de indigencia.
