Investment-Less Growth?: Studi Empiris Determinan Dan Pengaruh Penanaman Modal Asing Terhadap Pertumbuhan Ekonomi Dan Total Factor Productivity Studi Kasus: Indonesia

Abstract

Studi ini ditujukan untuk menganalisis signifikansi pengaruh penanaman modal asing (PMA) dalam menunjang pertumbuhan dan produktivitas ekonomi, serta mengidentifikasikan motif utama PMA di Indonesia berdasarkan signfikansi faktor determinan PMA di Indonesia. Dengan menggunakan data panel dan metode structural VAR, hasil studi empiris menunjukkan: (1) terlepas tren dekade terakhir yang menunjukan peningkatan PMA di tengah pelambatan atau stagnansi pertumbuhan ekonomi, secara umum PMA dinyatakan berpengaruh positif dan signifikan pada pertumbuhan Indonesia; (2) peningkatan PMA berpengaruh positif dan signifikan terhadap peningkatan produktivitas, khususnya yang terkait dengan keunggulan PMA di bidang teknologi dan kapital. Adapun dalam kaitan produktivitas tenaga kerja, pengaruh PMA hanya terbukti signifikan dalam kaitan jam kerja, dan sebaliknya insignifikan terhadap produktivitas jumlah tenaga kerja; (3) PMA di Indonesia lebih berorientasi pada motif market seeking daripada motif-motif lainnya (supply, efficiency, ataupun strategic asset seeking oriented); (4) tidak terindikasi linkage hulu-hilir intrasektoral dan lintas sektoral oleh PMA; (5) PMA berpengaruh positif, tetapi tidak signifikan terhadap pertumbuhan PMDN. Di sisi lain PMA lebih dipandang sebagai kompetitor bagi PMDN, khususnya untuk sektor primer dan tersier. Kondisi persaingan mendorong pertumbuhan PMDN sekaligus menjadi kendala untuk pengembangan keterkaitan (linkage) forward ataupun backward antara PMA dan PMDN di Indonesia.
