Ciclos presupuestarios electorales en América Latina y el Caribe: incidencia, causas y futilidad política

Abstract

(Disponible en idioma inglés únicamente) En este trabajo se analizan las repercusiones de las elecciones en las políticas fiscales de 21 países latinoamericanos y caribeños entre 1983 y 1996. El superávit presupuestario resulta más bajo que lo normal en los años preelectorales y más alto en los años siguientes a las elecciones. Tanto el gasto como los ingresos contribuyen a esta característica cíclica.
