Abstract

Ante Honduras se abren nuevos e importantes desafíos en materia de comercio e integración. Este informe busca brindar una fotografía del desempeño del sector externo de Honduras, fundamentalmente el comercial, con miras a identificar esos desafíos a la luz de importantes acontecimientos: la entrada en vigor del Tratado de Libre Comercio entre Centroamérica, la República Dominicana y Estados Unidos (RD-CAFTA - Central American Free Trade Agreement), la inserción de China en el mercado mundial, el desmantelamiento del sistema de cuotas sobre los textiles y el vestido a partir del 1 de enero de 2005, el perfeccionamiento de la Unión Aduanera Centroamericana y la participación activa del país en negociaciones comerciales regionales y multilaterales. Los principales desafíos que enfrenta Honduras en relación con RD-CAFTA son la implementación y administración del Acuerdo, el proceso de transición al libre comercio, y la necesidad de aliviar los efectos negativos sobre los segmentos más vulnerables. En este contexto, es crucial la definición e implementación de una agenda complementaria y el fortalecimiento de la competitividad sostenible. Estos desafíos son aún más grandes en vista de la debilidades institucionales, las limitaciones del capital humano y la escasez de recursos financieros = Honduras is facing new challenges in trade and integration issues. This report seeks to depict Honduras foreign sector trade performance and to identify the challenges in the framework of: the enforcement of the RD-CAFTA; the insertion of China into the world market; the elimination of the quotas over textile and garments as of January 2005; the perfecting of the Central American Customs Union, and the active participation of the country in the regional and multilateral trade negotiations. Main challenges faced by Honduras in relation to RD-CAFTA are: implementation and administration of the agreement; the transition process to free trade; and the need to alleviate the negative effects on the most vulnerable sectors. Therefore, the design and implementation of a complementary agenda is crucial as well as the strengthening of a sustainable competitiveness. These challenges become greater in view of the institutional weaknesses, human capital limitations, and scarcity of financial resources = Honduras tem diante de si novos e importantes desafios em matéria de comercio e integraçao. Este informe apresenta uma fotografia do desempenho comercial do setor externo hondurenho, fundamentalmente a área comercial, com o objetivo de identificar estes desafios a luz de importantes acontecimentos: a entrada em vigor do Tratado de Livre Comercio entre América Central e Republica Dominicana com Estados Unidos (RD-CAFTAxxx), a inserçao da China no mercado mundial, o desmantelamento do sistema de quotas sobre têxteis e roupas a partir do 1 de Janeiro de 2005, o aperfeiçoamento da Uniao Aduaneira Centro-americana e a participaçao ativa do pais nas negociaçoes comerciais regionais e multilaterais. Os principais desafios que enfrenta Honduras em relaçao ao RD-CAFTA sao a implementaçao e administraçao do Acordo, o processo de transiçao ao livre comercio e a necessidade de aliviar os efeitos negativos sobre os segmentos mais vulneráveis. Neste contexto, e crucial a definiçao e implementaçao de uma agenda complementaria e o fortalecimento de uma competitividade sustentável.
