Una estrategia para fomentar y facilitar una mejor ordenación de los recursos hídricos en América Latina y el Caribe

Abstract

En el presente estudio se dan algunos antecedentes para la formulación de directrices sobre el aprovechamiento de recursos hídricos con una sólida base en las condiciones imperantes en los países de América Latina y el Caribe, al tiempo de aprovechar la útil experiencia adquirida en la ordenación de recursos hídricos en los Estados Unidos y en Europa. A lo largo del estudio se consignan los elementos esenciales que deben integrar una estrategia para la ordenación de los recursos hídricos, a saber, los objetivos, los instrumentos y el marco conceptual para evaluar y analizar las necesidades y las posibilidades en materia de ordenación de los recursos hídricos; se presentan las conclusiones extraídas tras las visitas realizadas a distintos países; y se sugieren algunos elementos concretos que cabría incluir en esas estrategias.
