La reforma del servicio civil en las democracias avanzadas: Méritos con flexibilidad

Abstract

Este documento fue comisionado por la Red de Gestión Pública y Transparencia del Diálogo Regional de Política para la I Reunión Hemsférica celebrada los días 26 y 27 de abril de 2001. El objeto de este trabajo es el análisis de los cambios producidos en los sistemas de Servicio Civil de un conjunto de países del ámbito OCDE. Su objetivo es atender el encargo realizado al autor por el Banco Interamericano de Desarrollo (BID), en el marco de su Diálogo Regional de Políticas, cuya finalidad es el apoyo a la cooperación y el intercambio de información en áreas cruciales para el desarrollo económico y social de América Latina. En coherencia con dicho marco, el trabajo debe permitir a los países participantes en el diálogo disponer de una fuente de contraste y aprendizaje sobre su propia situación y perspectivas de reforma.
