Institucionalización de las instituciones políticas y su impacto sobre las políticas públicas

Abstract

Este trabajo argumenta que la institucionalización es un fenómeno de equilibrio y que se asocia a mejores políticas públicas y mejores resultados en términos de desarrollo económico. Como soporte de esta argumentación se presenta un modelo teórico que amplía el espacio de acciones factibles para los actores políticos, incluyendo la posibilidad de hacer inversiones en arenas tanto institucionalizadas como no institucionalizadas. De esta manera, permite visualizar que el proceso de institucionalización puede ser endógeno al funcionamiento de las instituciones políticas. Como complemento de este modelo conceptual, se presentan resultados cuantitativos que muestran que bajos grados de institucionalización tienden a debilitar los resultados que surgen de la literatura de economía política más tradicional. Esto es, en contextos de baja institucionalización las instituciones políticas más tradicionales, principalmente aquellas medidas de jure pueden no ser relevantes para explicar los resultados de política pública. Aún así, este trabajo abre más preguntas que las que responde y deja propuestas líneas de investigación que pueden ayudar a dar respuestas a las mismas.
