La Economía Política de la Reforma del Servicio Civil en Brasil: Los Años de Cardoso

Abstract

A mediados de los años noventa Brasil inició un proceso, tan amplio como atrevido, para reformar su sistema de gestión del empleo público. La reforma del Servicio Civil fue lanzada en la primera administración del Presidente Cardoso (1995-1998), como uno de los componentes clave de un esfuerzo más amplio para reestructurar el aparato estatal.
