Abstract

A diferencia de muchos otros países latinoamericanos, el uruguayo, si bien fuertemente clientelar, ha sido históricamente y sigue, en buena medida siendo, un estado grande e inclusivo, dotado de bolsones de profesionalismo y eficacia lo suficientemente importantes como para asegurar la provisión continua y regular de bienes públicos a la mayoría de la población.
