Abstract

La administración de personal en el Sector Público de Guatemala se lleva a cabo en un ambiente con múltiples desventajas. Los problemas estructurales de la economía guatemalteca generan una oferta muy limitada de puestos de trabajo permanente, existiendo altos los niveles de desempleo y subempleo. Esto ocasiona que los empleos del sector público con una virtual inamovilidad sean altamente apetecidos y existan pocas oportunidades para empleados sin altas calificaciones para dejar sus puestos. La mayoría de los trabajadores del Sector Público en Guatemala no tienen una preparación académica significativa. La mayor parte de ellos son egresados de escuelas públicas que no cuentan con condiciones para una educación de alta calidad.
