Relaciones interorganizacionales y el programa de las comunidades especiales de Puerto Rico: Una experiencia de "gobierno conjunto"

Abstract

Este trabajo presenta un análisis de la exitosa experiencia del Programa de Comunidades Especiales de Puerto Rico de lucha contra la pobreza (2000-2004). El programa utilizó una estrategia de ¿gobierno conjunto¿ en que la coordinación inter-agencial y el trabajo inter-organizacional jugaron un papel estratégico. Se describe la estructura y la forma de operar del programa y se presenta una reflexión fundada sobre esta experiencia con base en información documental amplia y elementos de observación participante. Frente a los esfuerzos de explicación tradicionales en los cuales se identificaban factores que favorecían o perjudicaban las relaciones inter-agenciales y los procesos de coordinación, en este caso se analiza desde una perspectiva sistemática el funcionamiento del programa.
