Increasing the Take-up of Public Health Services: An Experiment on Nudges and Digital Tools in Uruguay

Abstract

En este trabajo se pone a prueba si el despliegue de herramientas digitales logra aumentar la utilización de un importante servicio preventivo de salud pública: el tamizaje para la detección del cáncer de cuello uterino. En un experimento de campo a escala en Uruguay, aleatoriamente se alienta a las mujeres a agendar citas médicas con una aplicación digital o recordándoles que lo hagan como de costumbre en su clínica local. El análisis de los registros administrativos muestra que la aplicación digital aumentó la asistencia a las citas de tamizaje con respecto a los recordatorios 1,5 veces, y triplicó la tasa de asistencia en comparación con un grupo de control puro (3,6 puntos porcentuales de aumento sobre una base de 1,9%). Los datos de la encuesta sugieren que los efectos de la intervención estuvieron influidos principalmente por una reducción de los costos de transacción de solicitar una cita. Los resultados obtenidos ponen de manifiesto el potencial de la inversión en sistemas digitales del gobierno para mejorar el uso de los servicios públicos.
