Abstract

"A social labour market is meant to promote labour market integration for recipients of Unemployment Benefit II who are very remote from the labour market. The scheme consists of high hiring subsidies accompanied by job coaching for the subsidised employees. It is crucial for its success that only persons profit from the subsidy who in the longer term are very unlikely to find employment without its support. The paper suggests criteria for selecting potential participants based on empirical findings for groups with the lowest job finding probabilities (5, 10 or 15 percent) between June 2011 and June 2014. The findings suggest that the main criteria for participation in a social labour market should be long periods without dependent employment, the duration of benefit receipt and an age above 44 years of the unemployed persons."
