Abstract

"Die Integration in den Arbeitsmarkt ist ein wichtiger Baustein für eine dauerhafte gesellschaftliche Integration. Sie gelingt Spätaussiedlern im Vergleich zu Ausländern und Deutschen weniger gut. Spätaussiedler sind viel stärker von Arbeitslosigkeit betroffen und seltener sozialversicherungspflichtig beschäftigt. Unter den betrachteten Personengruppen - sozialversicherungspflichtig und geringfügig Beschäftigte sowie Arbeitslose - sind Spätaussiedler und Ausländer deutlich schlechter qualifiziert: 36 Prozent bzw. 42 Prozent haben keine abgeschlossene Berufsausbildung. Bei Deutschen gilt dies für knapp 14 Prozent. Das vertraute Bild, dass ein höherer Bildungsabschluss die Erwerbschancen verbessert, gilt für Spätaussiedler nur bedingt. Spätaussiedler mit akademischem Abschluss sind weniger gut in den Arbeitsmarkt integriert als solche mit oder ohne abgeschlossene Berufsausbildung. Von den sozialversicherungspflichtig beschäftigten Spätaussiedlern sind fast drei Viertel als Nicht-Facharbeiter tätig und nur wenige als Angestellte. Unter letzteren sind aber durchaus anspruchsvolle Berufe wie Arzt, Techniker oder Ingenieur vertreten - also Berufe, bei denen Qualifikationen universell verwertbar sind." (Autorenreferat, IAB-Doku)
