Regionale Strukturpolitik: Neues Ranking für deutsche Fördergebiete

Abstract

"Im Jahr 2007 beginnt auf deutscher und europäischer Ebene eine neue Förderperiode. Hierfür mussten alle deutschen Arbeitsmarktregionen auf ihre Förderbedürftigkeit hin überprüft werden. Erstmals basiert die Neuabgrenzung der Fördergebiete auf einer gesamtdeutschen Bewertung aller Arbeitsmarktregionen in einem Modell. Das regionale Ranking wird anhand eines Gesamtindikators ermittelt, der verschiedene Regionalindikatoren miteinander verknüpft. Die Arbeitsmarkt- und Einkommensindikatoren erhalten in der nächsten Förderperiode mit 90 Prozent das stärkste Gewicht. Dabei wurde die Arbeitslosenquote höher gewichtet als das regionale Einkommen. Ostdeutschland (ohne Berlin) bleibt nach wie vor Höchstfördergebiet. In Westdeutschland reduziert sich das Fördergebiet erheblich: Gegenwärtig leben 17,08 Prozent der gesamtdeutschen Bevölkerung in geförderten westdeutschen Regionen, künftig werden es nur noch 11,0 Prozent sein."
