Neue Frauenförderquote: Gute Absichten führen nicht immer zum gewünschten Ziel

Abstract

"Das Job-Aqtiv-Gesetz brachte in puncto Gleichstellung der Geschlechter, Vereinbarkeit von Beruf und Familie sowie Berufsrückkehr eine Reihe von Verbesserungen. Auch die Frauenförderung durch die Arbeitsverwaltung sollte mit Blick auf die Ungleichheiten zwischen Frauen und Männern am Arbeitsmarkt 'gerechter' gestaltet werden. Die neue Basis für die Berechnung des Zugangs von Frauen zur aktiven Arbeitsförderung hat sich jedoch nicht als tragfähig erwiesen. Der Grund dafür ist, dass Frauen nicht mehr allein nach ihrem Anteil an den Arbeitslosen zu fördern sind, sondern zusätzlich die Arbeitslosenquote zu berücksichtigen ist. Daraus erwächst eine doppelte Benachteiligung von Frauen. Denn der Frauenanteil an den Arbeitslosen vernachlässigt wie die Arbeitslosenquote Teile des weiblichen Arbeitskräfteangebots (Stille Reserve) sowie die regionalen und geschlechtsspezifischen Ungleichheiten auf dem Arbeitsmarkt. Darüber hinaus ist die neue Frauenförderquote zu kompliziert und zur Steuerung der Arbeitsmarktpolitik nicht zu gebrauchen. Das noch laufende Gesetzgebungsverfahren zur Änderung des Arbeitsförderungsrechts sollte deshalb die alte Förderpraxis wiederherstellen, weil sie die Frauen weniger benachteiligt und praktikabler ist."
