Abstract

"Bereits mehr als ein Drittel aller Beschäftigten in Deutschland verfügt über ein Arbeitszeitkonto und der Anteil ist steigend. Die gesamtwirtschaftlichen Auswirkungen auf Arbeitszeit, Produktivität und Beschäftigung sind spürbar: Nach der Aufnahme der Arbeitszeitkonteneffekte in die Arbeitszeitrechnung zeigt sich, dass die gesamtwirtschaftliche Arbeitszeit stärker auf Änderungen der gesamtwirtschaftlichen Produktion reagiert als bisher angenommen. Damit können Arbeitszeitkonten beschäftigungsstabilisierend wirken, da Beschäftigungs- und Produktionsschwankungen zunehmend entkoppelt werden. Außerdem werden durch die Nutzung von Arbeitszeitkonten oft bezahlte Überstunden ersetzt. Insgesamt kann dies zu höherer Wettbewerbsfähigkeit und zu positiven Beschäftigungseffekten führen."
