Abstract

"In Germany, the importance of occupational labor markets structured by formal certificates is extremely high. This is reflected, for example, in the qualification-specific unemployment rates. Formally low-skilled persons are by far the most frequently affected by unemployment (Röttger et al. 2020). People with migration experience and without official certification of their professional skills are structurally particularly disadvantaged and disproportionately affected by unemployment (Grundig/Pohl 2006). However, a lack of formal proof of professional competencies does not necessarily mean that such competencies do not exist. They may well have been acquired in non-formal or informal settings. These settings are diverse and can include not only workplaces but also leisure activities, voluntary work or non-professional care work. This is where so-called competence assessment procedures come in: They are intended to record existing competencies beyond formal qualification paths and contribute to their improved recognition. Politically, the European Union (EU) is also pushing for the establishment of such procedures. Among other things, they are intended to increase individual employability and the permeability of institutionalized access barriers to occupational fields. In view of increasing migration movements, demographic change, the shortage of skilled workers evident in some labour market segments and structural economic change, these procedures are seen as increasingly relevant."
