Abstract

"The potentially higher burden of minimum wage earners during the initial phase of the Covid-19-pandemic has been in the focus of a research project financed by the German minimum wage commission. This report presents the results. The data base consists of the first wave of IAB-HOPP, an online panel survey started in may 2020, in combination with the „Integrated Employment Biographies“ (IEB) and the „Integrated Corona Biographies“ (ICB) of the IAB. Among other results, after the start of the pandemic, minimum wage earners experience a comparatively strong decline in working hours. Minimum wage earners as well as the group of workers with hourly wages between 10 and 15 Euro more often report a decrease in household incomes. The share of minimum wage earners receiving short-time work allowances does not differ much from the average share of short-time workers. However, minimum wage earners in small firms are in short-time work far more often. Moreover, minimum-wage earners also are in short-time work for a larger part of their working hours.
