Länderspezifische Ausgestaltung von Aktivierungspolitiken : Chronologie und gesetzliche Grundlagen

Abstract

"Das Konzept der Aktivierung kennzeichnet die Arbeitsmarkt- und Sozialpolitik zahlreicher Länder seit den frühen 1990er Jahren und ist durch einschneidende Sozialversicherungsreformen geprägt. Trotz unterschiedlicher wohlfahrtsstaatlicher Ausprägungen sind in Großbritannien, den Niederlanden, Dänemark und Schweden mittlerweile ähnliche Strukturen bei der Aktivierung von Leistungsempfängern identifizierbar. In diesem Forschungsbericht werden die einzelnen Phasen von Aktivierung in diesen vier Ländern im Zeitablauf dokumentiert. Lag der Fokus in allen Ländern zunächst auf der Integration von Arbeitslosengeldempfängern, wurde ab Mitte der 1990er der Blick zunehmend auch auf Hilfeempfänger gerichtet. Aktuell werden in diesen Ländern so genannte inaktive Leistungsbezieher verstärkt in das 'Fördern und Fordern' einbezogen. Die Erwerbsintegration möglichst aller Leistungsempfänger stellt jedoch besonders hohe Anforderungen an die Eingliederungspolitik für besonders benachteiligte Gruppen auf dem Arbeitsmarkt."
