途上国における災害援助物資の村内分配--血族社会の相互扶助と階層

Abstract

開発途上国での自然災害援助において,援助物資の村の中での分配は,村による自己分配,したがって村の制度と統治に依存する.本稿は,村内分配メカニズムとして,相互扶助と社会階層を検証する.フィジー農村部で独自に収集した家計調査データをもとに,救援・早期復旧フェーズ(食糧援助)と復旧・復興フェーズ(家屋建設資材援助)を比較する.援助が私的リスクシェアリングの一部として分配される場合,援助物資がいかに被災者に届いているかというターゲティング精度それ自体にはあまり意味がなく,私的移転(労働および現金・現物)と合わせた災害対処力こそが重要となる.血族関係に基づく相互扶助と社会階層が相互に関連して援助物資の分配が行われる結果,有力者が優遇されることになる.
