Ｃｐｉの誤差を巡る議論について

Abstract

ボスキン・レポートが公表されて以降、消費者物価指数（CPI）の誤差が議論となっているが、CPIの誤差の意味と位置付けは必ずしも幅広い理解が得られているわけではない。本稿は、前半で、統計的な誤差について、その発生要因、誤差を巡るこれまでの議論、先ごろ公表されたわが国のCPI平成12年基準の対応状況をサーベイし、論点の所在を明らかにする。一方、後半は、CPI概念について、生計費指数を巡る議論を整理した後、CPIの範囲、CPIに求められる品質調整の問題に言及し、CPIに対する考え方次第で、CPIという統計量が大きく変化しうることを論じる。
