年金の2009年財政検証と民主党の年金マニフェストをめぐって

Abstract

現行スライド規定の下では持続的な賃金デフレが生じると公的年金給付の水準は対賃金比で実質的に上昇してしまう。2004年度以降、年金給付水準は徐々に低下するように計画されていたが、実際には持続的な賃金デフレの下で逆に上昇してしまった。今後とも賃金デフレがつづくかぎり年金給付水準は上昇しつづける。スライド規定を早急に見直す必要があるのではないか。次に、民主党の年金マニフェストには具体的内容が必ずしも明らかでないものが少なくない。緊急の質問および年金改革案についての質問をいくつか列挙した。
