Abstract

わが国の個人所得税に、給付つき税額控除を導入するという議論が高まりつつある。給付つき税額控除とは、収入や扶養家族の人数に応じて税額控除を適用し、さらに課税最低限以下の者には給付金を支給するという、従来のわが国にはなかった新しいタイプの税制である。中低所得者における租税・社会保険料負担の軽減、子育て支援を狙いとする。本研究では、給付つき税額控除の実証研究を行うマイクロシミュレーション（JPITCモデル）を構築し、政策シナリオとしてアメリカの2007年におけるEITC（勤労税額控除）を日本に適用した場合の税負担の変化を推計した。シミュレーション結果によると、アメリカ型のEITCの導入によりわが国の世帯の1/4程度が適用対象となり、所要の財源規模は約１兆円と予想される。EITC適用額のほとんどは税額控除ではなくEITC給付となる。EITCの適用を受ける個人像は、年齢層が30歳代ないし40歳代、年収は200万円前後、子供を有する者であり、彼らの所得税および社会保険料（医療、年金、介護）の負担はほぼ解消される。
