年金記録問題と基礎年金の見直しをめぐって

Abstract

日本では年金の記録漏れや給付漏れが最近、大問題となっている。記録漏れや給付漏れの主な原因は、間違いが必ず起こることを前提にした点検と修正のためのバックアップ体制が用意されていなかったことにある。また本人申請に基づく「待ちの行政姿勢」も年金記録問題をいっそう深刻なものにしてしまった。情報サービス提供型の積極行政に切りかえるため、各人の現住所情報を全行政機関が共用する体制をつくったり電子政府を実現したりする必要がある。さらに税と社会保険料の一括徴収は世界の流れであり、日本でも社会保険料徴収業務を社会保険庁から分離し、原則として国税庁に実質移管することが求められている。基礎年金をどのように改めるのかという問題も現下の日本ではホットイシューである。基礎年金を税方式に切りかえると世代間でみた年金負担は平準化する。企業部門の負担が純減するか否かは仮定の置き方に左右される。財源問題等を考慮すると、基礎年金の２分の１を税方式化することが現実的な選択肢の１つとなるだろう。
