日本の労働政策の方向性 : 多様化への対応と政策効果分析の重要性

Abstract

本稿では労働法制度・政策の体系とその動向や特徴をさぐった上で、政策介入の意味、政策効果分析の重要性を考察する。そこでは、雇用保険を財源として企業を通じた職業訓練・能力開発や特定分野・地域・グループへの就労支援等の積極的な政策への、また多様化する就労に対する新たなルールの制定や個別的対応への流れが見られた。労働市場において想定される様々な市場の失敗から政策介入が正当化される場合が多いものの、手法や時間軸により効果が異なったり政府の失敗の可能性もあることなどから、政策の効果を検証する分析が必要となる。政策効果分析にあたっては、必要なデータ入手の困難さやセレクションバイアス、内生性への対処など分析手法上の課題がある。また直接的な効果のみならず、社会全体でみた費用―便益分析や、政策対象以外のグループとの代替など間接的効果への考慮も求められる。これらを踏まえて労働政策に今後求められるのは、第1に真に支援が必要な個人への対応、第２に制度の簡素化・透明化、第３に政策相互の関係も考慮した横断的視点と政策効果分析の重要性である。
