一年未満で辞めてはいけない : 転職による非正規から正規への移行

Abstract

雇用形態間の移動について、日本で最大規模のサンプルサイズを確保する、2002年の総務省統計局『就業構造基本調査』を用いて、非正規雇用からの離職者の正社員への移行確率に関する規定要因を分析した。その結果、家事等とのバランスや年齢を理由とした労働供給上の制約が、正社員への移行を抑制している証左が、まずは得られた。同時に、失業率の低い地域ほど移行が容易となる他、医療・福祉分野、高学歴者等、専門性に基づく個別の労働需要の強さが、正社員への移行を左右することも併せて確認された。その上で、本稿の最も重要な発見として、非正規雇用としての離職前2年から5年程度の同一企業における継続就業経験は、就業1年未満の転職に比べて、正社員への移行を有利にすることが明らかとなった。非正規から正規への移行には、労働需給要因に加え、一定期間の継続就業の経歴が、潜在能力や定着性向に関する指標となるシグナリング効果として機能している。正規化に関するシグナリング効果は、労働市場の需給に直接関与する政策と並び、非正規雇用者が短期間で離職を繰り返すのを防止する労働政策の必要性を示唆している。
