移行諸国の汚職水準とその決定要因, The determinants of corruption in transition economies: An empirical assessment

Abstract

本稿の目的は,旧社会主義移行諸国の汚職水準とその決定要因を実証的に分析することにある。世界銀行の汚職抑制度指標を用いて,筆者らは,移行諸国の汚職水準は国際的に高水準にあり,それは,各国の経済発展水準を考慮してもなお特異であることを確認した。しかし同時に,移行国グループ間には,汚職抑制の程度に顕著な較差も存在している。汚職水準の決定要因に関するパネル回帰分析は,先行研究が示唆する他の潜在的影響因子をコントロールした上でも,移行国政府の市場化政策,法の支配及び民主主義的政体の樹立に向けた構造改革の進展度,即ち,体制移行諸政策の推進能力は,当該国の汚職水準に決定的に重要な影響を及ぼしていることを実証した。
