ウェルビーイング指標の政策活用：海外事例と日本への示唆

Abstract

人々のウェルビーイングの状態を一覧するダッシュボードを導入する国が増えている。GDP では計測できない、生活の質や社会の進歩などを計測しようとする「ビヨンドＧＤＰ」の動きが、世界金融危機以降、加速した。日本でも内閣府が 2019 年から新たに計測の枠組みを開始した。ダッシュボードを導入する国の中には、計測するウェルビーイング指標を、政策上の課題設定や優先順位付けを含む政策立案や政策評価に活用する国が出てきている。また、主観的ウェルビーイングの状態の計測についても、学術研究の進展に合わせ、多面的に捉える国が出ている。本稿では、ウェルビーイング指標の計測と、政策に活用する海外事例を概観する。その上で、日本における主観的ウェルビーイングの計測の拡充とダッシュボード指標の拡充と、それらを政策に活用する必要性に触れたい。
