英国国民保険制度と制度を取り巻く状況（第２版）

Abstract

英国国民保険制度は全就業者を対象にし、年金制度を基幹とする、失業や業務上災害等に係る給付を総合的・一元的に行う制度であるが、2022 年度に国民保険制度の一部改正が行われた。一つ目は保険料負担について、二つ目は年金額引上げについての一時的なルール変更である。本稿ではこの一部改正について解説を行うこととする。保険料負担については、2022 年度の保険料率を引き上げることとしながら 2022年 7 月から低所得者に対する負担軽減策を採用、更に４月の保険料率引上げを 11 月に取り消す方針が９月に示された。2022 年度の年金額引上げについては、平均賃金又は CPI の上昇率と 2.5％とを比較していずれか高い率で引き上げるという方法（トリプルロック）を用いるのではなく、CPI 上昇率又は 2.5％のいずれか高い率を用いるという方法が採用され、CPI 上昇率 3.1％を基礎とした引上げがなされた。また、2023 年度の年金額引上げ方針は秋の財政演説まで明確にならなかった。本稿ではこれらの点について解説を行う。
