太平洋戦争の終戦前及び直後のシニョリッジ推計の試み

Abstract

本論文は我が国戦中・戦後におけるシニョリッジの分析を行った最初の論文である。本論文では複数のシニョリッジ（機会費用アプローチ、マネタリー・アプローチ、インフレ課税）について理論的な整理を行ったうえで、その差異が、予期せぬインフレで削減される債務の範囲を通常の一般政府債務にとどめるか、あるいは、日銀のマネタリーベースを含めた統合政府の債務に拡張するかに帰着するとしている。また、戦中・戦後の対GDP比でみた政務債務の削減度合に鑑みると、一般政府が得るシニョリッジの推計として、マネタリー・アプローチないしインフレ課税（課税ベースを通常の一般政府債務にとどめるケース）が適切である可能性を指摘している。
