Bostadsbrist och kommunens roll i bostadsförsörjningen

Abstract

Den här artikeln utgör en delrapport inom projektet ”Regionala och sociala fördelningseffekter och utfall på den svenska bostadsmarknaden – Möjliga vägar framåt genom förändringar i skatte- och hyreslagstiftning” och ägnas åt begreppet bostadsbrist. Detta inbegriper åtminstone fyra delfrågor: vad är bostadsbrist, vad ger det för konsekvenser, hur uppstår det, och hur kan det åtgärdas? Frågorna runt bostadsbrist är relevanta för kommuner, dels genom kommunernas bostadsförsörjningsansvar, dels genom kommunernas roll genom planmonopolet, men också eftersom bostadsmarknadens funktion påverkar kommuninvånarnas liv direkt och indirekt. I denna artikel ligger fokus på att analysera bostadsbrist och dess konsekvenser ur ett ekonomiskt perspektiv, d.v.s. hur den påverkar människors liv i stort, medan frågan om kommunens juridiska ansvar i stort lämnas till annan delrapport.
