Dette papir har offentlig ledelse som genstand. 1 Den måde offentlig ledelse typisk betragtes på, er ud fra konceptet New Public Management (NPM). 2 NPM er en samlebetegnelse for en række forvaltningspolitiske doktriner, diverse reformer og eksperimenter, der siden begyndelsen af 1980’erne har tegnet omstillings-processen i den offentlige sektor.
