Abstract

Le Rapport général comporte une Introduction et Deux Parties. La I° Partie fonde la nécessité de la Décentralisation partant de la réflexion de Daron ACEMOGLU et James ROBINSON sur "Why Nations Fail", constituant un portrait de nombreux pays africains. La I° Partie aborde "La Décentralisation en Afrique, Ou la Marche vers le Développement local", alors que la II° Partie aborde "La Décentralisation en Afrique, Un Itinéraire difficile vers la Démocratie participative". La Conclusion générale revient sur 4 propositions principales ayant émergé du Symposium, dont la nécessité de la création à brève échéance d'une Banque des Communes et des Régions.
