Abstract

The relationships between French TSO's and public authorities have profoundly changed. In the new public management context and the spreading of tendering processes, TSO's are seen more as services providers than as co-producers of public policies. This trend jeopardizes their advocacy function and their innovative capacity of revealing new social needs. TSI researchers Francesca Petrella and Nadine Richez-Battesti compiled a set of policy recommendations for France that are based on extensive empirical research in the fields of social services, culture, and sports.
