Abstract

Le plan Borloo est une tentative de l'État central de rompre les compromis historiquement réalisés entre lui-même, les Départements, les associations et les organismes de protection sociale dans la production des services liés à la dépendance. Cette centralisation prend la forme de la construction politique d'un secteur piloté par le marché. L'approche régulationniste sectorielle permet de montrer pourquoi elle était condamnée à échouer. Alors que l'État persiste à se référer à des outils d'évaluation marchands, la régulation réelle des tensions se fait dans des assemblages réalisés directement au niveau des territoires.
