Système de transport terrestre et stratégie de développement en Afrique de l'Ouest. L'exemple du Mali

Abstract

Le continent africain est actuellement morcelé en plusieurs pays, mal reliés entre eux par des infrastructures de transport, et nombre d'entre eux restent enclavés. Il est de plus en plus reconnu, par de nombreux pays africains, que le politiques de développement extraverti, mises en œuvre les vingt dernières années, n'ont pas amorcé un processus de développement réel de l'Afrique en raison de la faiblesse du niveau général d'industrialisation et de la dépendance accrue (alimentaire entre autres) envers les pays industrialisés. La contribution réelle des transports au processus de développement en Afrique est encore mal appréhendée et évalué. Cette recherche a pour ambition de lever certaines incertitudes et d'apporter un nouvel éclairage sur les relations entre transports et développement en Afrique de l'Ouest. Dans cette perspective, l'exemple du Mali apparaît particulièrement éclairant. Aussi cette recherche concerne-t-elle uniquement le transport routier et ferroviaire de marchandises du Mali dans le cadre Ouest africain. Le transport fluvial et aérien de marchandises est limité bien que vital pour certaines régions et à certaines périodes. Le transport aérien de marchandises est également peu développé et le trafic reste faible. Le pays dispose de 30 aéroports ouverts au trafic civil dont les plus importants sont Bamako, Gao et Mopti. Le transport aérien de voyageurs apparaît plus important.
