Impact des transferts sur les inégalités de revenu dans les pays de l'OCDE

Abstract

Cette étude mesure l'impact des transferts sur les inégalités de revenu dans les pays de l'OCDE. À partir de données européennes et américaines, nous montrons que les transferts réduisent les inégalités via l'importance de leur part dans les revenus totaux (effet taille) et via leur répartition au sein de la population (effet redistributif). Ainsi, pour une même réduction des inégalités de revenu, il est possible d'augmenter l'effet redistributif tout en réduisant la taille des transferts. Les résultats quantitatifs indiquent que la réduction des inégalités de revenu est surtout liée à l'effet taille des transferts, ce qui suggère qu'il est possible de lutter plus efficacement contre les inégalités de revenu en renforçant l'aspect redistributif des transferts.
